EPA mandates greenhouse gas reporting
EPA will phase in the CAA permitting requirements for GHGs in steps beginning January 2, 2011
The US Environmental Protection Agency (EPA) mandate, 40 CFR Part 98, requires the monitoring and reporting of greenhouse gas (GHG) emissions effective January 1, 2010, with the first annual reports submitted to the EPA by March 31, 2011.
Because the mandate was completed so late in 2009, "Best available monitoring methods" may be used during January 2010 through March 31, 2010. After this date, monitoring methods referenced in the rules must be employed.
On May 13, 2010, the U.S. Environmental Protection Agency (EPA) issued a final rule addressing greenhouse gas emissions from stationary sources under the Clean Air Act (CAA) permitting programs. This final rule sets thresholds for greenhouse gas (GHG) emissions that define when permits under the New Source Review Prevention of Significant Deterioration (PSD) and title V Operating Permit programs are required for new and existing industrial facilities.
